From the 20th of May 2020, a ban on menthol cigarettes will come into effect throughout the EU. This means that tobacco products will be removed from stores, kiosks and online shops, including menthol-flavored capsule cigarettes and rolling tobacco.

The background to why menthol cigarettes are being banned in the EU

The fact is, menthol cigarettes and other characteristically flavoured tobacco products are mostly popular with the younger crowds. The purpose of the menthol ban (among other things) is to make smoking less attractive for young people. The ban was passed on April 3rd, 2014, in the European Parliament and in 2016 the Swedish Parliament (Sw. Sveriges Riksdag) voted to stop all sales of menthol cigarettes and rolling tobacco in Sweden.

The amendment has been in effect since 2016, but it’s only now that an actual menthol ban will come into force. The new law applies to all 27 EU member states.

Brands affected by the menthol ban

Most EU tobacco brands sell menthol-flavoured products, whether it’s cigarettes or rolling tobacco. With this new legislation, tobacco products may no longer contain flavouring substances that give the product a "characterizing" taste of menthol. This applies primarily to menthol cigarettes but also includes rolling tobacco and capsule cigarettes, i.e. cigarettes that are flavoured by capsules built into the filter.

The Swedish ban on sale of capsule cigarettes has been applicable since March 2019. Products with so called heat-not-burn or HTP-technology in which tobacco is heated through an electronic system without actually burning are not included in the ban. Cigars, e-cigarettes and chewing tobacco are also exempted from the ban.
